I must confess I'm not familiar at all with the differences between local/federal government (at least in education), because in France we don't have — yet — this kind of separation : our educational system is clearly national, with strong guidelines, even if some schools (especially at the college/university level) have a certain degree of freedom regarding the organization of their cursus.
